Based on state-owned enterprises,the paper formulates the significance and value of implementing overall budget management,and reveals the problems faced by state-owned enterprises in promoting overall budget management in this stage.Then,the paper proposes countermeasures to enhance the efficiency of overall budget management from four aspects:management system construction,financial function transformation,management mechanism innovation and informatization level improvement,hoping to provide reference and guidance for state-owned enterprises to achieve high-quality development in the process of deepening reform.
