Research on the Output Effects of Funds and Policies in China's Torch Program Software Industry
Industrial policies play a positive role in promoting the development of high-tech industries,and the policy effectiveness is worth studying.Based on the sample of the National Torch Program software industry base,the panel data model is established to examine the output effects of industrial funds and policies and the heterogeneity effect of government funds at different levels.Research has found that government funds and tax incentives have a significant improvement effect on the economic output of software bases,while enterprise owned funds and government funds have a significant effect on the improvement of the scientific and technological output level of the bases.In contrast,the supporting role of other funds and policies is not significant.Therefore,it is necessary to consider the differences in the effectiveness of different industrial funds and policies,in order to adjust and optimize the structure of policy content and enhance pertinence and effectiveness.
