Research on Risk Identification of Elderly Care Service Projects Under PPP Model
At present,it is more and more common for elderly care service projects to use PPP model.Encouraging social capital to actively participate in PPP projects is an effective way to alleviate the shortage of social elderly care service resources.Therefore,according to the characteristics of PPP projects for elderly care services,risks are identified from five stages:project preparation stage,project procurement stage,project construction stage,project operation stage and project handover stage by using the frequency statistics method,and a list of risk factors for PPP elderly care service centers will be formed.It is hoped that this will provide an effective reference for the government and social capital to strengthen investment risk management of PPP projects for the elderly care service.
