By using the methods of literature and expert interviews,the paper explores the realistic constraints and targeted paths of the development of ice and snow economy in Heilongjiang Province.According to the research,the main realistic constraints of the development of ice and snow economy in Heilongjiang Province have many reasons,such as seasonal limitations on ice and snow resources,insufficient infrastructure construction and ice and snow tourism services,imbalance between investment and returns in the ice and snow industry,shortage and difficulties in cultivating ice and snow professionals,challenges of environmental protection and sustainable development.In view of the difficulties in reality,the targeted path is put forward.It can create a diversified and year-round development pattern for the ice and snow economy,strengthen infrastructure construction,optimize ice and snow tourism services,give full play to the government s macroeconomic regulation function,optimize the layout of the ice and snow economy,improve the ice and snow education system,strengthen the training of ice and snow professionals,develop environmental protection policies to promote the virtuous cycle development of the ice and snow economy.
