Promoting the upgrading of industrial structure is an inevitable choice for Shandong Province to achieve high-quality economic development.Based on the panel data of 16 prefecture-level cities in Shandong Province from 2005 to 2021,the entropy method is used to measure the level of high-quality economic development in Shandong Province,and to analyze the impact of industrial structure upgrading on high-quality economic development.The results show that the upgrading of industrial structure in Shandong Province can significantly promote high-quality economic development,which has become increasingly prominent after the 18th National Congress of the Communist Party of China,and had a more significant positive impact on inland cities.The further analysis shows that the upgrading of industrial structure mainly promotes high-quality economic development of Shandong Province through innovative development and open development.Therefore,to achieve high-quality economic development in Shandong Province,it is necessary to deepen the transformation and upgrading of industrial structure,promote innovation-driven development,and enhance the level of opening-up.
