This paper incorporates the business environment,technological innovation and industrial structure upgrading into its research framework.Based on theoretical analysis of the mechanisms and paths of business environment affecting industrial structure upgrading,it uses panel data from 287 cities nationwide from 2017 to 2021 to construct an econometric model to empirically test the impact of the business environment on industrial structure upgrading and its mediating effects.The results show that the business environment can significantly promote industrial structure upgrading.Technological innovation plays a mediating role in the process of the business environment influencing industrial structure upgrading.And regional heterogeneity analysis indicates that the business environment has a significant impact on industrial structure upgrading in the eastern,central,and northeastern regions.Finally,it is recommended that all regions should vigorously develop their business environment and support technological innovation to continuously promote industrial structure upgrading.
