The development of new quality productive forces is an inevitable requirement for promoting the high quality of our economic and social development in the new era.As the largest province open to the Russian border,Heilongjiang occupies an important strategic position in the economic and trade cooperation with Russia.With the help of new quality productivity,the implementation path of high-quality development of Heilongjiang-Russia economic and trade cooperation should be strengthened from four aspects:strengthening scientific and technological innovation,developing innovative talents,optimizing industrial structure and deepening reform and opening up.
