In the new era,new demands for social governance are presented because of the growing of the contradiction of floating population.It is difficult to grasp the laws of floating social governance,an effective gov-ernance mechanism has not yet been formed and the breadth and depth of smart governance are insufficient.So we need the guidance of Party building,and also need to strengthen research,establish and improve a long-term mechanism for governance of floating society,build a multi subject joint governance model for floating so-ciety from the perspective of common prosperity,carefully cultivate social organizations,reshape the governance structure of"government-social organization-market entity",and rapidly build a smart governance system for floating society through digital empowerment.
