教育强国背景下地方开放大学高质量发展的思考

摘要
地方开放大学是地方高等教育体系的重要组成部分,承担着推动当地终身教育体系构建、学习型社会的建设的重要使命,为地方经济社会发展提供强有力人才支撑.推动地方开放大学高质量发展,需通过强化制度保障完善现代化治理体系提升现代化治理能力,数字赋能强师兴教提升教学质量,以学历教育与非学历教育双翼共振推进区域教育发展平衡、资源享有公平、教育机会均衡,发挥构建区域终身教育体系的支柱作用,促进教育公平,成为教育强省、教育强国的战略支撑.
Abstract
As an important part of the local higher education system,the local open university undertakes the important mission of promoting the construction of the local lifelong education system,the construction of a learning society,and providing strong talent support for local economic and social development.To promote the high-quality development of local open universities,it is necessary to strengthen institutional guarantees,im-prove the modern governance system,enhance the ability of modern governance,strengthen teachers and im-prove teaching quality through digital empowerment,promote the balance of regional education development,equal access to resources and equal educational opportunities with the resonance of academic education and non-academic education,play a pillar role in building a regional lifelong education system,promote educational eq-uity,and become a strategic support for a strong province and a strong country in education.
