办学评估是新型高等学校发展、教育评价改革和推进内涵建设的需要.有策略、有重点地推进办学评估制度建设和应用,对加快省域开放大学体系建设具有重要意义.省域开放大学办学评估需要确定工作目标,明确评估原则,制定工作流程,可以从办学定位、体系办学、条件保障、教学运行与效果、质量管理、终身教育、创新与发展以及学分银行八个方面评估被评单位的办学水平.要从助力全民终身学习的宏观政策出发,加强多元评估主体参与,建立长效监控机制,科学运用评估结果,从而提升教学和管理水平.
Exploration and Practice of the Evaluation System for Provincial Open University
The evaluation of educational level is necessary for the development of new higher education in-stitutions,the reform of educational evaluation,and the promotion of connotation construction.It is of great sig-nificance to promote the construction and application of the education evaluation system with strategies and pri-orities,in order to accelerate the construction of the provincial Open University system.The evaluation of pro-vincial Open University requires determining work objectives,clarifying evaluation principles,and developing work processes.The evaluation level of the evaluated unit can be examined from eight aspects:educational posi-tioning,systematic education,condition guarantee,teaching operation and effectiveness,quality manage-ment,lifelong education,innovation and development,and credit banking.Starting from the macro policy of promoting lifelong learning for all,we need to strengthen the participation of diverse evaluation subjects,estab-lish a long-term monitoring mechanism,scientifically apply evaluation results,and thereby improve teaching and management levels.
