摘要
在国土空间规划体系建立背景下,以空间规划体系中编制审批体系、实施监督体系、法规政策体系、技术标准体系四大基本体系为切入点,提出城乡历史遗产保护优化策略.在编制审批体系中,从总体规划、专项规划、详细规划三个方面融入遗产保护理念;在实施监督体系中,构建网络化传导、多维协同治理格局;在法规政策体系中,从国家立法、地方立法、政策配套三层面提供遗产保护支持;在技术标准体系中,从技术设计标准、技术导则、上图及图库标准三个方向完善技术标准内容.探索体系中规划与保护相融策略,以期为现阶段城乡历史遗产保护策略优化提供参考.
Abstract
In the context of establishing a national spatial planning system,this article proposes optimization strategies for the protection of urban and rural historical heritage based on the four basic systems of the spatial planning system:formula-tion and approval system,implementation and supervision system,regulatory and policy system,and technical standard system.In the formulation and approval system,the concept of heritage protection is integrated from three aspects:overall planning,special planning,and detailed planning;Building a networked transmission and multi8dimensional collaborative governance pattern in the implementation of the supervision system;In the regulatory and policy system,provide support for heritage protection from three levels:national legislation,local legislation,and policy support;In the technical stand-ard system,the content of technical standards is improved from three directions:technical design standards,technical guidelines,graphic and library standards.Explore the integration strategy of planning and protection in the system,in or-der to provide reference for the optimization of urban and rural historical heritage protection strategies at the current stage.
