煤炭设计企业EPC项目技术质量管理提升路径

针对煤炭设计企业开展EPC工程总承包业务过程中存在的技术质量问题,从项目组织机构、设计管理、施工管理3 个方面进行分析.首先,阐明加强EPC项目技术质量管理的必要性.然后,分析基于职能式发展起来的弱矩阵组织机构的顶层设计,加强项目的管理职能,进一步明确责权利,调动参与人员积极性;此外,设计需要充分发挥龙头作用,加强与现场对接,按施工进度分册出图、解决现场遇到的施工问题;且施工管理要前移和下移,加强图纸会审工作,加强方案审查工作,从管理施工分包商的管理人员为主向具体施工内容下移,控制施工质量.分析认为,煤炭设计企业开展EPC项目,通过发挥技术优势,加强标准化、精细化管理,可以提高项目质量,做精品工程.
EPC project technical quality management-boosting strategy of coal design enterprise
In view of the technical quality-related problems existing in the process of EPC general contracting business in coal design enterprises,this paper analyzed the project organization,design management,and construction management.First of all,the necessity of strengthening the technical quality management of EPC projects was expounded.Secondly,it was nec-essary to analyze the top-level design of weak matrix organization based on functional development,strengthen the manage-ment function of the project,further clarify the responsibility and rights,and mobilize the enthusiasm of the participants.It is also necessary to give full play to the leading role of the design,strengthen the connection with the site,issue drawings ac-cording to the construction progress,and solve the construction problems encountered on the site.Construction management should move"forward and downward",strengthen the joint examination of drawings,enhance the examination of the plan,move down from the management personnel of the construction subcontractors to the specific construction content,and con-trol the construction quality.The author believes that coal design enterprises carrying out EPC projects can improve the qual-ity of projects by giving full play to technical advantages,strengthening standardization and fine management.
