无定河是黄河一级支流,无定河流域是国家级榆林能源化工基底的核心组成部分。科学确定及保障无定河生态流量,事关新时期生态文明建设,事关黄河流域高质量发展。基于无定河的水文情势特征和生态、经济功能定位,考虑生态需水过程,科学计算无定河干流生态需水量,并在"确保城镇生活用水,留足生态用水,调节工业用水与农业用水"的原则下提出符合当地环境条件并行之有效的水资源调度模型运行思路。在做好河流生态流量保障工作的前提下,实现有限水资源的高效利用,促进无定河流域高质量发展。
Research on Water Resources Regulation Based on the Guarantee of Ecological Flow in Wuding River Basin
The Wuding River is a tributary of the Yellow River,and the Wuding River Basin is the core component of the National Yulin Energy and Chemical Industry Base.Scientifically determining and ensuring the ecological flow of Wuding River Basin is related to the construction of ecological civilization in the new period and the high-quality development of the Yellow River Basin.Based on the hydrological situation characteristics and ecologic、economic function positioning of Wuding River,this paper scientifically determines the watershed ecological flow through Tennant method.Under the principle of"ensuring urban domestic water,keeping enough ecological water,adjusting industrial water and agricultural water",puts forward the operational thinking of water resource scheduling model which conforms to local environmental conditions.On the premise of ensuring the ecological flow of the river,realizes the efficient utilization of limited water resources and promotes the high-quality development of Wuding River Basin.
