摘要

基于《环境影响评价》课程的综合性及实践性特点,案例教学的开展有助于学生对课程的掌握与运用.基于生态文明思想的指导性地位,生态影响评价成为了该课程的主要任务.以大麦秸水库建设项目为例,通过生态环境状况指数法来科学评价该水库对生态环境的影响程度,结果表明水库运行前后评价范围内的生态环境状况指数分别为 89.709 和 89.718,均符合生态环境状况分级的优级EI>75 的要求,属于优级.针对水库建设及运行过程中可能对生态环境造成的影响,提出有效的减缓措施,从而达到保护生态环境的目的.

Abstract

Based on the comprehensive and practical characteristics of the course of environmental impact assessment,the development of case teaching is helpful for students to master and apply the course.Based on the guiding position of ecological civilization thought,ecological impact assessment has become the main task of the course.Taking the construction project of barley straw reservoir as an example,the ecological environment index method was used to scientifically evaluate the impact of the reservoir on the ecological environment.The results showed that the ecological environment indexes within the evaluation range before and after the operation of the reservoir were 89.709 and 89.718,respectively,which were in line with the requirements of the excellent grade EI>75 of the ecological environment classification and belonged to the excellent grade.In view of the possible impact on the ecological environment during reservoir construction and operation,effective mitigation measures are proposed to achieve the purpose of protecting the ecological environment.
