Discussion on Water Resources Monitoring and Early Warning Scheme Under the Situation of'Four Water and Four Definite'
Under the current situation that the state strictly controls the management of water resources,implements in-depth water-saving and water-control actions,and strives to promote the transformation of water use from extensive to economical and intensive,it is extremely necessary to formulate a more strict,scientific and reasonable water use rights control plan for regional industries.Taking the'14 th Five-Year'water right control in Lingwu City of Ningxia as an example,this paper analyzes the allocation of water resources under the control situation,discusses the reasonable and effective water resources monitoring and early warning scheme,and puts forward the safeguard measures of water resources monitoring and early warning,so as to ensure the smooth implementation and landing effect of water right control,ensure regional water security and promote sustainable economic development.
