摘要
我国高温、暴雨、洪涝和干旱等自然灾害易发高发.本文分析了国家部委、上海市政府在自然灾害综合监测预警方面的相关政策与标准,对该领域已发布的标准进行了广泛调研和分析.针对目前国内尚缺乏社区层面的自然灾害综合监测预警建设规范,本文展开了研究,编制了相关的上海市地方标准,并在上海市展开试点工程建设和验证工作.
Abstract
Natural disasters such as high temperature,heavy rains,floods and droughts are prone to occur and are highly prevalent in China.This paper analyzes the relevant policies and standards of national ministries and the Shanghai Municipal Government in the comprehensive monitoring and early warning of natural disasters,and conducts extensive research and analysis on the standards already published in this field.The paper conducts research on the lack of comprehensive monitoring and early warning standards for natural disasters at the community level in China,and develops relative local standard.Under the standard,pilot projects and standard implementation verification have been carried out in Shanghai.
