摘要
组建国家移民管理局, 是以习近平同志为核心的党中央适应新时代中国特色社会主义发展要求作出的一项重大决策部署.移民管理作为国家行使主权的重要体现, 必须遵循中央事权原则, 要旗帜鲜明讲政治, 毫不动摇地坚持和加强党的绝对领导、全面领导, 切实把党的领导贯彻落实到国家移民管理体制改革的全过程, 始终在思想上、政治上、行动上同以习近平同志为核心的党中央保持高度一致.移民管理机构的设置, 既要牢固树立总体国家安全观, 坚持国家利益至上, 始终把维护国家安全、政权安全置于首位, 坚决守住出入境管理和口岸安全底线;又要深入践行以人民为中心的发展思想, 不断研究推出更多出入境便民利民服务新举措, 着力增强人民群众的获得感.本文通过对相关国家和地区的移民管理体制比较, 就如何建立健全更加全面、系统、高效, 更加自信、积极、主动, 更加符合中国国情、具有国际竞争力的现代移民管理制度开展论述.
Abstract
The establishment of immigration department is a significant decision made by the Party Central Committee with Comrade Xi Jinping at its Core to cater to the needs of building socialism with Chinese characteristics in the new era. The immigration department, which serves as an important embodiment of the exercise of national sovereignty, should abide by the principle of central authority, take a clear-cut political stand, unswervingly stick to and strengthen the Party's absolute leadership, comprehensive leadership, earnestly uphold the Party's leadership in the whole process of reforming the national immigration management system and should be always ideologically, politically and operationally consistent with the Party Central Committee headed by Comrade Xi Jinping. In the process of its establishment, it is necessary to have the awareness of national overall security, consider adherence to national interests as foremost, persistently put the maintenance of national security and regime security at the top of the list and firmly ensure the safety of entry-exit ports as a baseline. Meanwhile, it is significant to adhere to the people-oriented development thought, continually study and take more new measures to provide convenience and service for people and endeavor to increase people's sense of acquisition. By comparing related countries' and regions' immigration management systems, this paper gives an account of how to establish a comprehensive, systematic, efficient, more self-confident, positive, active and internationally competitive immigration management system that align with Chinese conditions.
