公安机关新质战斗力是我国在新的历史方位、新的时间节点、新的社会治安形势下对公安工作变革重塑和高质量发展提出的重大命题.该命题具有服务国家发展大局的固本之基、实现公安工作现代化的核心之要、应对风险加速演进的必然之需的时代意蕴.其理论内涵表现出公安队伍的新质态、改革创新的新质态、科技水平的新质态以及机制运转的新质态.通过推进机构改革、加强教育训练、坚持数智赋能、推进机制建设能够有效形成和推进公安机关新质战斗力,助推新时代公安工作现代化建设.
Abstract
The new quality combat competency of police agencies is an important proposition proposed by China for the reformation,reshaping,and high-quality policing development in the new historical phase,new time period,and new public order situation.This proposition has an era significance of serving the overall development of the country,achieving the policing modernization,and an inevitable need to respond to the accelerated evolution of risks.Its theoretical connotation embodies the new quality states of the police force,reformation and innovation,the scientific and technological level,and mechanism operation.Only by promoting institutional reformation,reinforcing education and training,adhering to digital intelligence empowerment,and advancing mechanism development can we effectively have or improve the new quality combat competency of police agencies,and promote the modernization of public security work in the new era.
