非常态下城市生鲜农产品供给保障协同分析

摘要
在重大事故灾害等非常状态下,如何保障城市生鲜农产品供给,是需要切实解决的民生问题.城市生鲜农产品对外依赖度大,政府对生鲜农产品的运输、配送、销售缺少掌控力,城区农批市场不断受到挤压,非常态下生鲜农产品供给出现市场失灵和政府失灵.城市生鲜农产品供给保障需要多元主体间的有效协同,提升生鲜农产品的流通效率,确保城市生鲜农产品一定的自给率和可控的货源,保障极端情况下基础农产品的供给.建议提升城市生鲜农产品流通渠道的可控性,成立国企为主、民企为辅的城市应急保障联合体,出台非常态下生鲜农产品保供政策,确保非常时期的政策协同.
Abstract
In emergency situations,how to guarantee the supply of fresh agricultural products in city is a livelihood issue that needs to be effectively solved.Urban fresh agricultural products are highly dependent on external sources,and the government lacks control over the transportation,distribution and sales of fresh agricultural products.The urban farm-batch market is constantly being squeezed,and the supply of fresh agricultural products under abnormal conditions has market failure and government failure.The supply guarantee of urban fresh agricultural products requires effective coordination between multiple subjects,improves the circulation efficiency of fresh agricultural products,ensures a certain self-sufficiency rate and controllable supply of urban fresh agricultural products,and ensures the supply of basic agricultural products in extreme circumstances.Suggested that improve the controllability of the circulation channels of fresh agricultural products in cities,establish an urban emergency guarantee consortium dominated by state-owned enterprises and supplemented by private enterprises,and introduce the policy of fresh agricultural products supply guarantee under abnormal conditions to ensure policy coordination in emergency times.
