How to Reasonably Evaluate Hazardous Chemical Safety Management Level:Empirical Evidence from China's 30 Provinces
We designed the present study to solve the problem of one-sidedness that lacks an objective and comprehensive evaluation of the hazardous chemical safety management level for provincial governments.First,we collected detailed information on 12,065 hazardous chemical accidents from 1 January 2006 to 31 December 2019 in China's 30 provinces.Second, based on this information,a multi-indicator comprehensive assessment system was established for China's hazardous chemical safety management using both explicit and implicit indicators. In addition, the entropy-weighted TOPSIS-RSR methodology was used to assess the situation and causation of hazardous chemical accidents in each province, which provided a basis for the provinces to further improve their safety management.
