长江经济带财政环保支出效率及其影响因素研究

在有限的资金规模背景下,更好地发挥财政支出在环保领域的作用,提高财政环保支出效率,是推动长江经济带高质量发展的关键.选取长江经济带 11 省市 2012-2021 年相关面板数据构建DEA-BCC和DEA-Malmquist模型,分析其综合效率、纯技术效率、规模效率,得出以下结论:(1)长江经济带财政环保支出效率普遍偏低且存在地域差别,下游地区整体效率高于中游地区,略高于上游地区;(2)对Malmquist指数分析发现,前期全要素生产率主要受技术进步和技术创新的影响,后期受制度管理水平和资源配置结构的影响;(3)整体来看,财政分权、经济发展水平和工业化水平的提高不利于财政环保支出效率的增长,城市化水平和受教育水平的提升对长江经济带效率值有显著促进作用.
Research on the Efficiency and Influencing Factors of Fiscal Environmental Protection Expenditure in the Yangtze River Economic Belt
In the context of limited funding,how to better leverage the role of fiscal expenditure in the field of environmental protection and improve the efficiency of fiscal environmental expenditure is the key to promoting high-quality development of the Yangtze River Economic Belt.Selecting panel data from 11 provinces and cities in the Yangtze River Economic Belt from 2012 to 2021,DEA-BCC and DEA Malmquist models were constructed to analyze their comprehensive efficiency,pure technical efficiency,and scale effi-ciency.The following conclusions were drawn:(1)the efficiency of fiscal environmental protection ex-penditure in the Yangtze River Economic Belt is generally low and there are regional differences.The over-all efficiency of downstream areas is higher than that of midstream areas,slightly higher than that of up-stream areas.(2)Analysis of the Malmquist index reveals that in the early stages,total factor productivity is mainly influenced by technological progress and innovation,while in the later stages it is influenced by the level of institutional management and resource allocation structure.(3)Overall,the decentralization of finance,the improvement of economic development level and industrialization level are not conducive to the growth of fiscal environmental protection expenditure efficiency.The improvement of urbanization level and education level has a significant promoting effect on the efficiency value of the Yangtze River Economic Belt.
