The Demand on Energy Ssecurity in Belt and Road Countries and Its Implications on China's Eenergy Ccooperations
Energy security has been the focus of global attention,but the issue of energy demand security of exporting countries is rarely mentioned.Countries and regions along the Belt and Road are rich in oil and gas resources,their energy cooperation with China involves many fields,which bears on the security of China's energy cooperation with other countries.This paper selected 14 energy exporting countries,calcu-lated the Risk of Energy Export Demand Risk index(REED)and Energy Demand Security Index(EDSI)of each exporting country under the two energy systems of oil and gas from export dependence,economic dependence,monopoly risk and transportation risk.Then,we analyzed the coupling coordination of EDSI in the two energy systems.The results show that a country's energy export risk level is determined by its energy export value,diversification degree of exporting country,distance from the capital of major expor-ting country and economic output difference.Due to different natural resource endowments and transporta-tion costs of exporting countries,oil export risks and natural gas export risks may be completely different in the same country.Saudi Arabia has the worst oil demand security,while Brunei has the worst natural gas demand security.There is coordination and corresponding coupling mechanism between the two energy subsystems,among which Indonesia,Russia and Qatar have achieved excellent coupling disorder.There-fore,exporting countries should formulate energy development strategies more suitable for their own eco-nomic and social development.For China,the EDSI of Belt and Road countries can provide reference for choosing energy partners.
