上海建设具有全球影响力科技创新中心的科技创新能力评价研究

当前全球形势及国际贸易不确定性的背景下,以建设具有全球影响力的上海科技创新中心为研究对象,通过系统评价指标的筛选和分析,基于科技创新环境、投入和产出3个维度构建科技创新能力评价指标体系.结合上海市2011-2020年数据和3座代表城市2018-2020年数据,运用熵权-TOPSIS法分析上海科技创新中心科技创新能力的时间演变和城市异质性变化,并提供提升改进对策.研究发现:基于时间演变视角,上海市科技创新能力逐年提升,科技创新环境、科技创新投入和科技创新产出均得到优化且增速明显;基于城市异质性视角,上海市的科技创新能力均位居第三,其科技创新环境均为第二、科技创新投入均为第三、科技创新产出则在2020年回升至第三;在提升科技创新能力的主要方向上,上海市在优化科技创新环境上要考虑创新文化资源,在优化科技创新投入上要考虑技术创新能力,在优化科技创新产出上要考虑技术成果市场化和高新技术产业化.
Research on the Evaluation of the Scientific and Technological Innovation Ability of Shanghai to Build a Scientific and Technological Innovation Center with Global Influence
In the context of the current global epidemic situation and the uncertainty of international trade,taking the construction of Shanghai Science and Technology Innovation Center with global influence as the research object,through the screening and analysis of systematic evaluation indicators,the evaluation in-dex system of science and technology innovation capability is constructed based on three dimensions of sci-ence and technology innovation environment,input and output.Based on the data of Shanghai from 2011 to 2020 and the data of the three representative cities from 2018 to 2020,the entropy weight-TOPSIS method was used to analyze the temporal evolution and urban heterogeneity of the S&T innovation capabil-ity of Shanghai S&-T innovation Center,and the improvement countermeasures were provided.The find-ings are as follows:From the perspective of time evolution,Shanghai's science and technology innovation ability is improved year by year,and the science and technology innovation environment,science and tech-nology innovation input and science and technology innovation output are optimized and the growth rate is obvious;From the perspective of urban heterogeneity,Shanghai's scientific and technological innovation a-bility ranks third,its scientific and technological innovation environment ranks second,its scientific and technological innovation input ranks third,and its scientific and technological innovation output will rise to the third in 2020.In terms of the main direction of improving the ability of scientific and technological in-novation,Shanghai should consider the cultural resources of innovation in optimizing the environment of scientific and technological innovation,the ability of technological innovation in optimizing the input of sci-entific and technological innovation,and the marketization of technological achievements and the industri-alization of high-tech in optimizing the output of scientific and technological innovation.
