A"waste-free city"is a key link in promoting the greening of economic and social development and realizing high-quality development.This paper utilizes the quasi-natural experiment formed by the comprehensive pilot work of"Waste-Free City"to examine its impact on enterprise green innovation and its mechanism.The test results of this paper using the double-difference method show that the comprehensive pilot work of"waste-free city"increases the green innovation of enterprises by about 3.61％.Increasing government funding and alleviating financing constraints are important mechanisms for the impact of the comprehensive pilot program of"Waste-Free Cities"on enterprises'green innovation.The impact of the comprehensive pilot program on green innovation is greater when the enterprise is a state-owned enter-prise,in a city that focuses on domestic waste,and in a non-energy-saving and environmentally friendly clean industry.The findings of this paper have some implications for improving the construction of"waste-free cities"and promoting high-quality economic development in China.
