摘要
中国特色社会主义现代化海关职责体系是中国政府职责体系的组成部分,关系着中国海关治理体系和治理能力现代化建设.新中国海关成立以来,在中国共产党的坚强领导下,中国海关实践出了一条中国式现代化海关发展之路,在近 75 年的发展历程中,中国海关职责体系经历了三个重要历史阶段的演变:海关职责体系的调整与重构、削弱与恢复、划转与扩展,充分彰显了中国海关在服务党和国家事业发展大局的历史责任和使命担当.本研究在梳理中国海关职责体系历史演变的基础上,从纵向关系、横向关系、条块关系角度厘清了中国特色社会主义现代化海关职责体系构成向度,以及海关职责体系运行问题,并提出优化中国特色社会主义现代化海关职责体系的实践进路,以助推海关治理体系和治理能力现代化实践.
Abstract
The responsibility system of China Customs on the socialist modernization with Chinese characteristics is an integral part of that of the Chinese government,which is related to the modernization of the governance system and governance capabilities of China Customs.Since the founding of New Chi-na Customs,under the strong leadership of the Communist Party of China,China Customs has embarked on a Chinese modernization path.In the nearly 75 years of development,the responsibility system of China Customs has undergone three important historical stages of evolution:adjustment and reconstruc-tion,weakening and recovery,transfer and expansion.This fully demonstrates the historical responsibil-ity and mission of China Customs in serving the overall development of the Party and the country.On the basis of sorting out the historical evolution of China Customs's responsibility system,we clarifies the compositional dimensions of the responsibility system from the perspectives of vertical,horizontal and hi-erarchical relations,while analyzing the existing problems in the current system.And then we propose practical approaches for the responsibility system of China Customs on the socialist modernization with Chinese characteristics,in order to promote the modernization of the governance system and governance capabilities of China Customs.
