近年来,全球产业链供应链呈现加速重构的新趋势,我国外贸发展进入战略机遇和风险挑战并存、不确定且难预料因素显著增多的时期,产业链供应链外迁、替代、撕裂的风险显著加大,更加需要海关切实发挥国内国际双循环交汇枢纽的作用,深入开展"智关强国"行动,持续优化海关职能的实现方式和监管要素的配置方式,精准分析研判全球产业链供应链重构进程,聚焦重点领域和关键环节,找差距、补短板,有效服务和保障我国产业链供应链韧性和安全.
Abstract
In recent years,the global industrial and supply chains have shown a new trend of ac-celerated restructuring.China's foreign trade development has entered a period of coexistence of strate-gic opportunities and risks,with a significant increase in uncertain and unpredictable factors.The risks of industrial and supply chain relocation,substitution and fragmentation have significantly increased,and it is even more necessary for customs to effectively play the role of a hub for domestic and interna-tional dual circulation,and to fully carry out the actions of"building the country by smart customs",through continuously optimizing the implementation of customs functions and the allocation of regulatory resources,accurately analyzing and judging the process of global industrial and supply chain restructu-ring,focusing on key areas and links,identifying and filling gaps,and effectively serving and ensuring the resilience and security of China's industrial and supply chains.
