海关监管视角下促进再制造产业高质量发展的法律对策研究

党的二十大报告指出,坚持高水平对外开放,加快构建以国内大循环为主体、国内国际双循环相互促进的新发展格局.我国再制造产业经过十多年的探索发展,从方兴未艾到面临质疑,如何兴利除弊,关乎国际国内资源利用、地方经济发展规划、企业生产经营,受到社会各界高度关注.本文梳理国家对再制造产业治理的发展脉络,分析当前再制造产业入境料件海关监管中值得商榷的问题,并从法律法规、治理模式、行业标准等方面提出新形势下促进再制造产业高质量发展的建议.
Abstract
The report of the 20th National Congress of the Communist Party of China emphasizes the commitment to high-level openness to the outside world and the acceleration in the formation of a new development paradigm characterized by a dual circulation pattern.This paradigm is dominated by the in-ternal circulation of the domestic economy,while the international economic cycle acts as an extension and complement.Over the past decade,China's remanufacturing industry has evolved from a burgeo-ning sector to one facing scrutiny.The effective promotion of its benefits and the mitigation of its draw-backs are pivotal to the utilization of both domestic and international resources,local economic develop-ment strategies,and the operational activities of enterprises.Thus,it garners significant attention across various social sectors.This paper reviews the evolution of national governance over the remanufacturing industry,scrutinizes contentious issues in the customs control of imported materials and components for remanufacturing,and offers recommendations for fostering high-quality development in this industry un-der the new circumstances,from the perspectives of legal frameworks,governance models,and industry standards.
