论习近平法治思想与国际经贸规则理念的融合
A Probe into the Integration of Xi Jinping's Thoughts on Rule of Law and the International Economic Rules

摘要
"统筹推进国内法治和涉外法治"是习近平法治思想的重要内容,"共同构建人类命运共同体"是落实习近平法治思想关于涉外法治的关键性步骤.习近平法治思想符合国际社会发展的时代需求,其蕴含的全球共治、以人为本、合作共赢、绿色低碳的思想为国际经贸规则的发展奠定了新的理论基础.虽然当前西方国家主导的国际经贸规则在全球共治以及合作共赢方面与习近平法治思想有些出入,但其以人为本的思想和绿色低碳的构成要素与习近平法治思想相融合.作为负责任的大国,我国应当在习近平法治思想的指导下,坚持多边贸易体制的基本原则,合理评估国有企业、劳工等国际经贸新规则,分阶段逐步接受特殊领域规则并借助WTO等已有的平台维护多边贸易体制.
Abstract
Promoting the rule of law at home and abroad as a whole is an important part of Xi Jin-ping's thoughts on the rule of law.And building a community with a shared future for mankind is a key step in practicing the thoughts,which are in line with the needs of the times for the development of the international community.The concepts the thoughts embody,such as global co-governance,people-cen-teredness,collaborative win-win approaches,and green,low-carbon practices,have established a novel theoretical foundation for the evolution of international economic and trade regulations.Although the cur-rent international economic and trade rules dominated by western countries are different from the Xi Jin-ping's thoughts on rule of law in terms of global co-governance and win-win cooperation,the highlight of people-oriented idea and the composition of green and low-carbon elements are aligned with Xi Jinping's thoughts on rule of law.As a responsible big country,China should adhere to the basic principles of the multilateral trading system under the guidance of Xi Jinping's thoughts on rule of law,reasonably evalu-ate the new international economic and trade rules of state-owned enterprises and labor,gradually accept the rules of special fields in stages,and maintain the multilateral trading system with the help of the ex-isting platforms such as WTO.
