国家安全视野下进出口食药品安全监管现状与海关对策

当前我国食药品供应链溯源现状不适应国家安全监管的新形势,监管过程中各部门信息共享共建机制不健全,存在全链条溯源制度机制不完善、监管断链且真空现象,加上国际信息交换衔接不畅,进出口食药品溯源管理工作和安全监管现状堪忧,相关部门履行安全监管难度仍然较大,急待建立进出口食药品供应链溯源系统,完善制度机制明确职责分工,运用数智时代科技手段优化食药品供应链的安全监管.本文从食药品供应链溯源系统入手,针对我国食药品进出口供应链安全监管现状与存在问题,为海关创新监管方法手段和提升智慧监管水平提出切实可行的对策,从而为强国建设、民族复兴伟业筑牢国门安全屏障.
Abstract
The current traceability mechanism of food-drug supply-chain in China does not adapt to the new situation of national safety supervision.Existing issues include an incomplete traceability sys-tem,fragmented regulatory mechanisms,and gaps in oversight,resulting in supervision lapses.Furthermore,challenges in international information exchange exacerbate the difficulties in man-aging and supervising the safety of import/export food-drug traceability,creating a precarious situa-tion.The relevant authorities face significant challenges in fulfilling their safety oversight responsibilities,underscoring the urgent need to establish a comprehensive traceability system for the import/export food-drug supply chain.This system must be supported by an improved institutional framework,with clear delineation of responsibilities,and the integration of digital intelligence technol-ogies to enhance the safety supervision of the supply chain.This paper examines the traceability system for the food-drug supply chain,addressing the current challenges and issues in the safety supervision of China's import/export food-drug supply chain.It proposes practical strategies for customs authorities to innovate supervision methods and elevate the level of intelligent supervision,thereby fortifying national security as a foundation for building a strong nation and achieving national rejuvenation.
