高水平对外开放格局下提升共建"一带一路"国家AE0互认水平研究——基于杭州关区调查问卷的分析

摘要
"一带一路"倡议提出以来,中国海关以促进"五通"为目标,以"三互"为合作支柱,努力推动"一带一路"沿线国家海关合作机制建立.本调研报告按照习近平总书记的思路,通过节点国家、支点城市、重点企业三个维度,对应2005年世界海关组织《全球贸易安全与便利标准框架》确立的三大支柱,提出进一步扩大AEO互认范围、发挥节点城市作用,全力助推AEO企业走出去的意见建议.同时,从国家产业链布局和调研企业需求出发作出下一步以东盟、中东、拉美地区部分国家为重点目标推进共建"一带一路"国家AEO互认的可行性分析.
Abstract
Since the Belt and Road Initiative(BRI)was put forward,China Customs has made efforts to promote the establishment of customs cooperation mechanisms among countries along the Belt and Road with the goal of promoting the"five connections"and the"three mutuals"as the pillar of co-operation.Based on General Secretary Xi Jinping's guidance,this research report puts forward opinions and suggestions on further expanding the scope of AEO mutual recognition,giving full play to the role of pivot cities,and fully promoting AEO enterprises to go global through three dimensions:node coun-tries,pivot cities and key enterprises,corresponding to the three pillars established in the 2005 World Customs Organization's SAFE Framework.At the same time,starting from the layout of the national in-dustrial chain and the needs of the surveyed enterprises,the feasibility analysis of the next step is con-ducted to promote the mutual recognition of AEO in the Belt and Road countries,focusing on certain countries in ASEAN,the Middle East and Latin America.
