摘要

产业链供应链是承载国内国际双循环的重要载体,是连接国内国际双循环的关键纽带,也是推动双循环相互促进的重要力量.加快构建新发展格局,推动高质量发展,要"着力提升产业链供应链韧性和安全水平".本文探索结合层次分析法和图神经网络对海关视角下的供应链开展安全评估,依托层次分析法从战略重要度、管理完善度、守法良好度和业务风险度四个维度构建层次模型,重点聚焦风险度评估方面,为进一步提高评估的科学性和准确度,采用图神经网络算法对供应链的风险度开展评估.

Abstract

Industrial and supply chains are important carriers for the domestic and international dual circulations,as well as the key links connecting the domestic and international dual circulations and the significant forces driving the mutual promotion of the dual circulations.To accelerate the building of a new development pattern and promote high-quality development,efforts should be made to"en-hance the resilience and security level of industrial and supply chains".This paper explores the security assessments on supply chains from the perspective of the customs by combining the Analytic Hierarchy Process(AHP)and Graph Neural Network(GNN).Based on the Analytic Hierarchy Process(AHP),a hierarchical model is developed from four dimensions,namely strategic importance,management per-fection,law-abiding excellence and business risk level.With a focus on risk level assessment,in order to improve the scientific rigor and accuracy of the assessment,the Graph Neural Network algorithm is a-dopted to evaluate the business risk level of supply chains.
