摘要
全面分析了河南省黄河流域断面水质、水文情势、水生态保护、产业结构、污染源等数据,阐述了制定河南省黄河流域水污染物排放标准的必要性.根据河南省黄河流域水环境特征,衔接上下游省份黄河流域标准制定情况,重点探讨了本标准制定的技术路线、基本原则、标准分区、因子确定、限值确定等内容,分析了标准实施后产生的环境效益.标准的制定实施有望改善流域水环境质量,有力支撑流域生态保护和高质量发展.
Abstract
A comprehensive analysis is conducted on the data about water quality,hydrological situation,aquatic ecological conservation,industrial structure,pollution sources,and etc.in the Yellow River Basin within Henan Province to expound the necessity for enacting water pollutant discharge standards to be applicable for this area.According to the water environment characteristics of the Yellow River Basin within Henan Province whilst associating with the status of enacted standards applicable for the Basin in the adjacent provinces upstream and downstream,the enacting technical route,basic principles,standard zoning,factor identification,limit value determination and etc.are discussed,and the environmental effectiveness after the standard implementation is analysed as well.The enactment and implementation of the standards could be expected to improve the water environment quality of the Basin and vigorously support its ecological conservation and high-quality development.
