摘要
综述了我国生态环境网格化监管工作的实施情况,从"国家层面部署"及"地方层面落实"2个角度,提出现存问题,并建议以"定区域、定人员、定职责、定任务、定奖惩"5个方面改进完善生态系统网络化监管机制,完成从"单职能网格"向"多职能网格"的转变,实现生态系统网格信息化建设创新.
Abstract
An overview of the implementation of grid-based supervision of ecological environment in China is presented,and some existent issues are raised from the view of"the deployment at state-level"and"the practice at local-level".The improvement on the mechanism of grid-based ecosystem supervision is proposed in aspects of setting scope,personnel,responsibility,task,and rewards and punishment.Thus,an innovation of the grid informatisation construction for ecosystem could be accomplished to fulfil the transformation of single-function gridding to multi-function gridding.
