An Approach to the Legalization of Entrustment System for Environmental Supervision
There are some defects to realise the goal of legalization of the entrustment system for environmental supervision such as the unavailability of special rules,inadequate compatibility among existing norms,insufficient supports,and etc.Therefore,the reformer should develop special laws from the perspectives of regulating contents and efficacy,and make up for the loopholes in the existing rules by adopting measures such as protecting the business secret,structuring an exclusive entrustment system and improving the supervisory jurisdiction of trustee bodies.Through bringing in professionals and improving the training and evaluation mechanisms,the talent reserve could be enriched.It would be necessary to promote the supporting management system in preference to environment protection,so as to elaborate the effect of the reform.
