The institutionalization of modern social welfare systems in China has led to sluggish development in social welfare services,particularly in palliative care for children and the elderly.Various aspects of Chinese palliative care,including its concept,objectives,funding mechanisms,and service delivery,face challenges in theory,policy,and professional services.Informal institutional models dominate,hindering progress.The policy framework advocates a"hospital-based and community-centered"approach,supplemented by home care,within the context of building a modern socialist welfare state.Strategies involve integrating formal community,health,and social care services,while the roadmap includes ideological liberation,value renewal,and clarifying state welfare responsibilities.The paper emphasizes that constructing modern social welfare systems is pivotal for national and social modernization,impacting citizens'quality of life and even their end-of-life experiences.The key to this is balancing state power with citizen rights,and individual welfare with societal obligations,aiming for a better life,and the rejuvenation of China into a modern socialist society.
