Quantitative Research on Chinese Medical Consortium Construction Policy Text:Based on the Three-Dimensional Framework of Tool-Goal-Stage
The construction of a medical consortium is an important strategy to achieve rational allocation and equitable distribution of medical resources,playing a key role in the reform of the medical system in China.Taking the medical consortium-related policies issued in China over the past decade as the research object,an analysis from the three dimensions of the"tool-goal-stage"reveals that the current policy tools for the construction of medical consortiums in China are mainly environmental policy tools,while the number of supply-side and demand-side policy tools is relatively small,indicating an imbalance in the proportion of policy tools.The policy goals are more focused on service and management coordination,lacking clear and standardized policy guidance in terms of interest and responsibility coordination.The overall trend of policy content in the different stages of medical consortium construction has not shown significant changes,lacking innovation and adaptability.Therefore,it is urgent to break through the existing development dilemma by adjusting the structure of policy tools,improving a multi-objective coordinated policy system,and exploring new models for medical consortium policies,in order to further promote the optimization of medical resource allocation and comprehensive improvement of medical service quality.
