Conflicts and Adjustments in Policy Implementation:Practice and Strategy of Grassroots Governance in Rural Areas under Complex Policy
Rural grassroots governance is confronted with dilemma of the complex policy implementation,which has led to the emergence of diversified grassroots coping strategies.Based on the analytical framework of"conflict-adjustment"the multiple conflict dilemmas existing in the implementation of complex policies are discussed,which are specifically divided into the conflict between national administrative discourse and rural ethical discourse,the conflict between multi-task policy design and insufficient local policy resources,the conflict between comprehensive policy content and the system of decentralization of departments,and the conflict between territorial accountability and responsibility without authority.To adjust specific conflicts above,the grassroots policy execution subject targeted to use the strategy of administrative technology and governance ethics under the guidance of embedding into society through administration,the strategy of resource absorption and selective execution under the guidance of resource acquisition and redistribution,the strategy of organizational structure reconstruction and party guidance under the guidance of building an administrative community,and the strategy of combining responsibility decomposition and flexible response under the guidance of avoidance responsibility logic.In the future,the use of various adaptive strategies in grassroots governance should continue to move towards stability,normalization,and institutionalization,and provide more problem-solving ideas for the predicament of grassroots governance in the new period.
