Theoretical Foundations and Practical Approaches of Professional Social Work Empowering the Governance of Petition Issues
The involvement of social forces in the governance of petition issues constitutes a pivotal measure in enhancing petition management in the new era.Leveraging its distinct scientific theoretical foundations and practical methodologies,professional social work emerges as a crucial structural entity in empowering effective conflict resolution in petition management.This paper discusses the theoretical feasibility of professional social workers empowering petition-related work from three dimensions:values,theory,and methods.It attempts to elucidate the unique governance efficacy of professional social workers in various aspects,including the source management of petition issues,empowerment through professional identification and intervention techniques,and advancing the entire process of conflict governance in petitions.Building on this,the paper sketches and forecasts the practical pathways for professional social workers to empower petition issue governance,which includes integration into the grassroots governance organizational system,establishment in township(street)social work stations,and undertaking government-contracted projects.Indeed,to achieve a significant enhancement in the governance efficacy of professional social workers in petition issues,attention must also be paid to the professionalization of petition social workers,fostering the integration of administrative and professional social work,strengthening party-building leadership,and clarifying the role of petition social workers.This approach will truly shape professional social work as a vital support for transforming and upgrading petition work in the new era.
