To explore the low-carbon behavior evolution path of port and shipping enterprises in promoting the application of shore power under the shore-to-ship power policy,a tripartite evolutionary game model with the government,port enterprises and shipping companies is constructed to judge the stability state of each stakeholder's decision choice behavior under the condition of limited rationality.The influence of policy changes on the system evolution path is analyzed through MATLAB numerical simulation.Research shows that:there are three stable equilibrium points in the system,which correspond to three stages in the development process of shore-to-ship power,the preliminary state,intermediate state and mature state;the government plays a leading role in promoting the development of shore-to-ship power,and its active formulation and implementation of relevant policies can promote port and shipping enterprises to choose to use shore power.For the current situation of low utilization rate of shore power at cargo terminals,the subsidy intensity is stronger than the regulatory effort,so the government should increase the series of subsidies for shore power use in the later period.
