Digital trust is a crucial factor in modernizing the national governance system and enhancing governance capacity.It is also an essential element in promoting the development of a digital China.This paper confidently extends the conceptual framework of digital trust to the smart governance scenario based on the digital ecosystem theory.The challenges of the construction of digital trust are analyzed.These challenges include digital ethics,digital citizenship,and digital action.The digital ethics challenges encompass the carbon footprint of machines and privacy security.The digital citizenship challenges involve the tension of technological finitude and subjective mutability.The digital action challenges comprise the cascading vulnerability of data rights and digital facilities.The practical approach to promoting the establishment of digital trust in smart governance involves using participatory ethical protocols to strengthen its ethical foundation,shaping digital citizenship to understand the importance of digital trust,and fostering global collaboration to establish a consensus for digital trust.
