摘要
推进部分地方普通高校向应用型大学转型对于解决经济社会发展人才供需矛盾、优化高等教育结构、推进产教融合具有十分重要的战略意义.当前转型试点在产出和经验积累上已有一定成效.然而,转型要达到预期效果还面临诸多挑战,表现为:各方认识不统一、产教融合仍存在体制障碍、转型所需政策配套跟进不足等.为推动转型,本文认为须重点从三个方面努力:引导社会转变教育观念,形成转型的良好舆论氛围;形成政府、产业、高校共同参与治理的体制;落实分类评价、资源保障等方面的政策配套.
Abstract
It is of great strategic significance for China to develop application-oriented university with stronger market orientation,focusing on practical knowledge,research and teaching.At present,the pilot of the transformation is progressing smoothly.However,to achieve the desired effect,the transformation still faces many challenges as follows:the stakeholders do not share the same understanding about the transformation,there are important institutional barriers to integration of production and education,the necessary supporting policy is insufficient.In order to promote the transformation,we should focus on three aspects:guiding social cognition to form a good atmosphere of public opinion in transition;introducing industry,government and university to participate in the governance system together;making the classification evaluation,resource guarantee and other supporting policies to become real.
