摘要
信息革命推动之下,媒体技术、产业形态、舆论生态不断演变和发展,党中央提出了全程媒体、全息媒体、全员媒体、全效媒体的"四全媒体"新时代发展要求.本文梳理了"四全媒体"的现实背景,探讨了"四全媒体"的概念内涵,分析了"四全媒体"的发展转向与时代特点.本文指出,在"四全媒体"视域下,媒体可以在扩充社会治理主体、拓宽社会治理渠道、推进社会治理全面提质增效等方面发挥积极作用,但由此也会带来信息安全挑战把关能力、"网络审判"挑战法律底线、潜在风险挑战社会稳定等诸多风险挑战.基于此,指出应该从提高政治站位、积极引导利用、有效加强监管、强化综合治理等方面入手,以"四全媒体"高质量发展推进社会治理现代化.
Abstract
With the acceleration of the information revolution,media technology,industrial forms,and public opinion ecology are constantly evolving and developing.The Central Committee of the Communist Party of China has articulated the new-era development requirements of"four omnimedia":full-process media,holographic media,all-people media,and all-effect media.From the perspective of the"four omnimedia",the media plays an increasingly important role in the process of social governance,bringing both opportunities and challenges to news and public opinion work and social governance work.This article examines the practical background,delves into the developmental context of related concepts,and analyzes the evolving direction and contemporary characteristics of the"four omnimedia."It notes that from the perspective of the"four omnimedia,"the media can play a positive role in expanding social governance subjects and channels,and in promoting comprehensively improved and efficient social governance.However,this also entails many risks and challenges,in such areas as information security control capabilities,"online trials"that challenge the legal bottom line,and social stability.In conclusion,efforts should be made to improve political standing,actively guide utilization,effectively strengthen supervision,and enhance comprehensive governance,in order to promote the modernization of social governance through the high-quality development of the"four omnimedia".
