摘要
如何在党建引领下把自治、法治、德治有机结合,把共建共治共享深度融合,最大限度地激活基层的活力,提升自治能力,构建绿色、平安、和谐、文明的现代化社区,是各地探索的一个重要课题.本文以深圳福田区Y街道多元融合自治的实践探索为例,深入分析其主要做法与经验,旨在为社区治理提供经验借鉴.深圳福田区Y街道在加强党建引领框架下,坚持民主化治理、社会化协作、温馨化服务、体系化建设和数字化赋能,以自治、法治、德治结合和共建共治共享融合为核心理念,构建起业主大会、业主委员会、物业企业、监事会和小区党支部多元融合自治的运行架构.另外,通过数字化赋能和公约约束,使其在实践中显示出一定的生命力和活力.在社区治理实践中,应充分发挥小区群众组织的自主性,充分尊重群众自治组织的创新精神,通过多元深度融合实现合作共赢.
Abstract
A major issue explored by various regions is how to combine self-autonomy,rule of law,and moral governance organically under the leadership of the CPC's Party Building.The combination is aimed at deeply integrating co-construction,co-governance,and sharing and maximizing the vitality of"grassroots people"to enhance autonomy capabilities and build a green,safe,harmonious,and civilized modern community.Taking the multidimensional integrated self-autonomy practice in Y Street,Futian District,Shenzhen,as an example,this paper analyzed in depth the main practices and experiences,aiming to provide a reference and consideration for community governance.Our findings show that under the framework of strengthening the leadership of the Party Building,Y Street mainly focuses on democratic governance,social collaboration,welcoming services,systematic construction,and digital empowerment.The core concept is a combination of self-autonomy,rule of law,and governance,as well as the integration of co-construction,co-governance,and sharing.The concept builds a multidimensional integrated autonomous operating framework of the owners'assembly,homeowners'committee,property management companies,supervisory boards,and neighborhood Party branches.With digital empowerment and agreement constraints,the framework provides energy and vitality at the practice level.Therefore,in the practice of community governance,the self-autonomy of a community's mass organizations should be fully exerted,while the innovative spirit should be fully respected,and win-win cooperation should be achieved through deep multidimensional integration.
