This article sorted over 100 policy documents related to disability volunteer services and selected 21 policy texts to analyze the structural elements and challenges of China's disability volunteer service policy system by dividing systematic policies into three types:core,intermediate,and peripheral.After interpreting the provisions made by these policy texts around the four core action subjects of disability volunteer services,this article finds that the current disability volunteer service policies have advantages such as a clear formulation of subjects,the rapid release of texts,and sufficient resource exploration within the disability federation system.These policies have also played an important role in promoting volunteer services for people with disabilities in China.However,the existing policy system also faces specific problems such as the generalization of registration agency functions,a focus on self-established platforms,internalization of service delegation,and excessive reliance on the joint actions of multiple departments.To improve the policy system of volunteer services for disabled people,this article suggests that future policy designs should pay more attention to the development of nongovernmental volunteer service organizations for disabled people,focusing on building a micro-action system foundation for volunteer services for disabled people.
