Project systems play an increasingly important role in the governance processes of colleges and universities.This study analyzes the embeddedness of higher-education projects in university governance from the perspectives of cognitive embeddedness,structural embeddedness,and institutional embeddedness.It identifies the following factors as having a significant impact on embeddedness:inclusion of the understanding of the policy intention and the financial support obtained in the embedded background of the project;inclusion of the science and fairness of the project in the embedded foundation;including as key factors the importance of the school,the ability and quality of academic leaders,the composition of project members,culture,and trust factors;and embedding key points such as project execution landing,interest game among project participants,and project outcome evaluation in the project.On this basis,this paper proposes some governance suggestions for embedding higher-education projects in universities:strengthening the strategic position of the government,such as by optimizing policy support and improving the evaluation and supervision system;highlighting the leading position of universities,such as by identifying project attributes and appointing the project general manager reasonably;and consolidating the main position of the project organization,such as by enhancing team consensus,streamlining the organizational structure,and coordinating multi-party units.
