The term"grassroots"has become a popular discussion topic, especially in governance. This concept has far-reaching cultural and social implications. This study analyzed the social and cultural expression of grassroots in China as well as in other cultures and societies, the academic interpretation of"grassroots",and its future practice.Theoretically, the term refers to the activities and lives of organizations, communities, and societies at their most basic, fundamental, and universal levels. In practice, the intersection of virtual and real spaces has reconstructed a new dual public grassroots space where real and virtual problems intertwine, are reflected in online public opinion, and manifest in real life.Guaranteeing residents'livelihoods and maintaining the grassroots social order are the foundations upon which grassroots social services and governance can respond more effectively to future challenges. Moreover, fostering a culture of participation, enhancing grassroots societies'technical capacity, advocating for a social environment and cultural traditions that prioritize local governance, and promoting the design of mechanisms rooted in local needs and conditions are crucial for the future construction of grassroots societies.
