This study examines the application of digital technology in rural governance and its impact on the information asymmetry problem within the principal-agent relationship through a case study of online medical insurance payments in Town W.The findings reveal that although digital technology has enabled higher-level governments to access more resident information,theoretically reducing information asymmetry,in practice,owing to technological limitations and irregular information,digital technology has not resolved the issue of information asymmetry.Irregular information,such as individual preferences and the particular circumstances of villagers,is difficult to capture using digital platforms,leading to the necessity for grassroots officials to conduct extensive on-site investigations.By integrating online data with offline investigations,Town W achieved a high medical insurance participation rate,demonstrating the significance of irregular information in enhancing the adaptability and effectiveness of policy implementation.This study suggests that digital governance should pay attention to the diversity and complexity of information,promote the integration of technology with practical governance needs,and avoid the fallacy of"technology omnipotence.".
