In the context of Chinese modernization,as the supporting condition for the rural environment and its governance have been improved,its objectives have also been raised simultaneously.To promote rural environmental governance,the"two-end governance"approach based on front-end and back-end governance working together has been adopted in some areas.This approach can be used to solve cumulative environmental problems and focus on the future development of rural areas.The findings demonstrate that it is necessary to break through the difficulties of reality and construct a rural environmental governance system from the"three dimensions"of subject,technical,and institutional.That is,this approach mobilizes multiple subjects to participate in and implement governance through the"embedded"approach and combines the rules of law,virtue,and autonomy.The governance of the rural natural environment,environmental conflict,and grassroots organization should be coordinated to facilitate the modernization of rural environmental governance systems and governance capacity.
