国家农业高新技术产业示范区设立对区域农业经济增长的影响研究

国家农业高新技术产业示范区(以下简称国家农高区)是一种借鉴高新区发展模式,围绕农业高新技术产业所创建的产业示范区,是农业科技园区的高级形态,在解决区域农业共性问题、推动农业产业发展模式升级方面发挥着重要作用.本文将国家农高区政策作为一项准自然实验,构建多期双重差分模型,评估了国家农高区设立对区域农业经济增长的政策效应.研究发现:①国家农高区设立促进区域农业经济增长约10%,经过一系列稳健性检验后,该结论仍然成立.政策效应具有持久性,且随着时间推移存在强化趋势.②国家农高区通过促进农业科技创新对区域农业经济增长产生影响.③中西部地区、省会城市及低农业产值和高化肥施用强度的国家农高区,对农业经济增长具有更强的政策效果.本文的研究结论为加快国家农高区建设布局和促进农业高质量发展提供了政策启示.
Research on the Impact of National Agricultural High-tech Industrial Demonstration Zones on Regional Agricultural Economic Growth
National agricultural high-tech industrial demonstration zone(hereafter refers to National agricultural high-tech zone)is a kind of industrial demonstration zone created around agricultural high-tech industry by drawing on the development mode of high-tech zone,which is the advanced form of agricultural science and technology zone,and plays an important role in solving the common problems of regional agriculture and promoting the upgrading of the development mode of agricultural industry.This paper evaluates the policy effect of the establishment of the National agricultural high-tech zone on regional agricultural economic growth by constructing a multi-period DID model.The results show that:①The establishment of the National agricultural high-tech zone promotes regional agricultural eco-nomic growth by about 10%,which still holds after a series of robustness tests.The policy effect is persistent and tends to strengthen over time.②The establishment of National agricultural high-tech zone have an impact on regional agricultural economic growth through agricultural science and technology innovation.③National agricultural high-tech zone in central and western regions,provincial capitals,as well as counties with low agricultural output and high fer-tilizer application intensity have stronger policy effects on agricultural economic growth.The findings of this paper pro-vide policy insights for accelerating the construction of the National agricultural high-tech zone and promoting high-quality agricultural development.
