Research on the renewal pattern, pathway and planning strategies of waterfront industrial heritage area under sharing city idea
The waterfront industrial heritage area is a public shared spatial resource. The demolition and construction renewal pattern with real estate oriented development neglects the shared social value of waterfront area, and results in insufficient social benefits, unsustainable financing and dull waterfront space function. The 2008 global financial crisis accelerated the spread of the sharing economy model worldwide, making the construction of shared cities a new path for inclusive and sustainable urban development.Urban waterfront heritage areas have recreational, ecological, cultural, and economic value as shared spaces, and achieving"sharing"is the core of the humanistic and economic value of waterfront areas. The focus is on revitalizing public waterfront spaces and constructing shared places and facilities.Compared with existing renewal models, the shared renewal model for waterfront industrial heritage areas is more inclusive and sustainable.By breaking down barriers to waterfront spaces, expanding the interface and space of public ownership, and emphasizing the positive social effects of integrating natural, architectural, and cultural elements,it enhances the overall social benefits in waterfront area. From the theoretical perspective of sharing city, this study explores the pattern transition of waterfront industrial heritage area renewal, and aims to provide reflections to the construction and management of waterfront public space. The study includes the following aspects:1)Based on literature research, case analysis and logical reasoning, this paper attempts to analyze characteristics of the sharing oriented renewal pattern in waterfront industrial heritage area.It includes promoting sustainable operation through gradual renewal, fostering public goods production through waterfront space renewal, and driving the overall revival of the waterfront area through the protection and reuse of industrial heritage.2)It proposes shared renewal implementation pathways from the perspectives of water front, first waterfront interface and the interior of waterfront area. From the perspectives of the interface, the focus is on evoking the public sharing and socio-cultural attributes of the industrial rust belt through the protection and reuse of industrial heritage. From the interface to the interior of waterfront area, the focus is on enhancing the shared economy of the waterfront area through industry introduction,providing"point-to-point"shared public facilities, and thus promoting commercial sharing.3)Based on the interpretation of waterfront renewal cases in Shanghai and New York, the paper compares the implementation paths of shared renewal.Shanghai provides more detailed macro-guidance and specific control indicators for the waterfront area, emphasizing mandatory control over hinterland through unit planning and detailed regulatory planning, thus offering a blueprint for shared practice. The renewal implementation mainly relies on local finances.New York's master plan proposes strategic guidelines for the waterfront area in a"goal-strategy"format,addressing issues such as climate adaptability and waterfront public accessibility. It emphasizes government finances driving private investment to promote shoreline publicity.4)It concludes waterfront oriented renewal planning strategies from three aspects, including space lifestyle, access accessibility, and function complexity. The study reveals that the goal of shared renewal is to promote the reproduction and comprehensive sharing of social culture and public goods, realizing the collective commons of the diverse values of waterfronts. The shared renewal model for waterfront industrial heritage areas is more inclusive and sustainable. It opens up the barriers of waterfront spaces, expands the interface and space of public ownership, and emphasizes the positive social effects of integrating natural, architectural, and cultural elements in waterfront areas. The paths for shared renewal of waterfront industrial heritage areas include the connectivity of perspectives of waterfront, renewal of the waterfront interface, and control over the interior of waterfront area. The shared renewal planning strategies for waterfront industrial heritage areas include promoting spatial livability through patchwork renovation and micro-governance,enhancing accessibility through the densification of pedestrian pathways along the river, and promoting functional diversification of the waterfront interior area through developmental control. The study contributes to providing theoretical and practical insights for the construction and management of public spaces in waterfront areas. The emergence of the sharing concept provides a new model for waterfront industrial heritage areas renewal, and offers a new applications of shared city theories in urban renewal. The renewal sharing concept also inspires us to consider how to achieve a balance between industrial heritage preservation and modern society, thereby promoting organic urban renewal. The shared renewal model provides an inclusive planning approach for the renewal and spatial collaborative governance of waterfronts in megacities in post-industrial era.
